course description

This course will help Parish/Town Councils to articulate their design and place making aspirations when involved in pre-application discussions and in drafting responses to planning application consultations. Helping to promote high quality design in their Parishes. Reference will be made to the revised NPPF, particularly the importance of embedding character in high quality design of new homes and places.

The course will consist of;

  • Intro
  • The planning system and design – best practice
  • Assessing Design Quality – design tools and techniques
  • Group exercises and discussions

  • To recognise principals of place making when reviewing planning applications
  • To be more confident when negotiating with developers on housing applications.

about your tutor 

Creating Excellence (CE) (www.creatingexcellence.net) is a regional not-for-profit organisation that promotes design and quality uplift across the South West. It manages a Panel of built environment professionals including architects, landscape architects, planners, transport planners, urban designers and specialists in heritage, public art, community engagement etc. Our role in the planning system is to support community groups, developers and local authorities in challenging quality in design, sustainability and place making. CE specialises in design review, community engagement and training. CE is a member of The Design Network (www.designnetwork.org.uk ), the organistation that has received recognition form MHCLG through the Planning Delivery Grant to deliver design training for Elected Members across England.

Julie Tanner, BSc Hons DipTP (MRTPI)

Director, PLACE planning ltd; Panel Manager Creating Excellence South West Design Review Panel; Associate CEO, Opun Architecture East Midlands Ltd.

Julie has been a Member of the RTPI since 1992. With a background in forward planning at Nottinghamshire County Council, Glasgow Structure Plan Team and the East Midlands Regional Assembly, Julie joined East Midlands Development Agency in 2001.  Whilst promoting place making and the quality agenda, her team led capital programmes on waterways, transport interchange, green infrastructure and the public realm.

Julie has led Opun since 2010 as a charitable organisation, and on moving to the South West in 2014 was invited to work with Creating Excellence (also a not-for-profit organisation) who manage the CE South West Design Review Panel. With her public sector background Julie has brought significant expertise in change management and place making, notably in managing housing growth and has set up the SW Housing Excellence Design Panel that promotes design quality as well as Building for Life 12. Julie has grown the CE brand and has supported delivery of c. 90 design reviews across the South West, as well as Place Appraisal and Place Checks. She is currently supporting the Sid Valley and Sutton Poyntz NDPs.

Jo Widdecombe, BSc, DipTP (MRTPI)

Freelance Consultant; Associate Creating Excellence South West Design Review Panel; Associate Opun Architecture East Midlands Ltd; and Associate Situ8 Planning Consultancy

Jo is a chartered town planner with over fifteen years of planning expertise, having been a Senior Development Management Officer at East Devon District Council and supported in excess of nineteen neighbourhoods towards the goal of producing a draft neighbourhood plan (at least three of which, have passed Examination). Jo has been employed by Planning Aid England, as a Planning Advisor, focused on delivering planning support to community groups; including amongst other things facilitating community workshops and delivering training sessions on the neighbourhood planning process. Latterly, as a freelance private consultant Jo provides plan making support including reviewing plans, drafting policies and acting as critical friend.

Currently, Jo as an Associate with CE and Opun, is managing the delivery of a series of Member training seminars on Planning, Design and Placemaking.
